if you mean spanish section - generally, it is a request to akyprian - main person here.
and, if we had a moderator, who are regulary present and understand spanish well, it is possible to make spanish section. another thing is it really so needed? russian section was made because a lot of xUSSR men do not understand english at all or quiet bad, so they able now at least ask the question.
if you mean, why we speak here in english, not spanish - although it dedicated to Spanish UI (not to discussian in Spanish language) it is a general section, and not only spanish-speaking users look here (say, i do not speak spanish, but have to moderate this - how i can guess what you say?
